SAN DIEGO – Mayor Jerry Sanders wants to reappoint three board members to the Centre City Development Corp. at a time when the downtown redevelopment authority is weathering a scandal surrounding its former president.
Current board chairman Fred Maas has been the agency's public face at recent news conferences, such as Wednesday's when CCDC announced an outside probe of three years of projects.
The probe, and a review of the agency's ethics policies, follow revelations that former President Nancy Graham had undisclosed business ties to a developer chosen for a $409 million public-private partnership.
Maas, a Black Mountain-area housing developer, will serve until May 2011 if confirmed for another term. He had defended Graham's performance until recently when court documents showed she was receiving payments from the developer as late as last year.
Board members Bob McNeely and Kim John Kilkenny are also on Tuesday's City Council docket for reconfirmation.
All three had terms that ended in May. Critics of the city's quasi-independent redevelopment agencies have made an issue of board members still serving on expired terms. At the Southeastern Economic Development Corp., which has endured its own scandals, Sanders has announced plans to replace most of the board members.
McNeely, a senior vice president at Union Bank, has been on the board since 2003. Kilkenny is an executive at housing developer Otay Ranch Co. and has served since 2006.
