Standard & Poor's restores S.D. credit rating

Standard & Poor's, the credit agency that suspended San Diego's rating in the midst of its financial turmoil, restored the city's credit Thursday.

“The positive outlook reflects the expectation that recent improvements in city management practices will continue to address the city's long-term financial challenges,” the agency's report says.
