An electrical problem at a Mexican sewage plant sent more than 500,000 gallons of raw sewage spilling over the border Monday.
Tijuana's sewage agency notified U.S. officials at 10:30 Monday morning that electricity was down at the sewage pumping station at the border, shutting the station down and allowing untreated sewage to be diverted into the Tijuana River.
Sewage flowing northward over the border was first detected almost six hours later by officials of the International Boundary and Water Commission. Over the next four hours, 579,865 gallons flowed into the United States, where it soaked into the soil between the border and Dairy Mart Road.
