SAN DIEGO – Mayor Jerry Sanders will have Frank Meyer's vote tomorrow, but Judy Luke's will go to businessman Steve Francis. Luke favors Francis as much for his business experience as for her feeling that Sanders was “sucked into the old power structure.”
