Diverse builders compete
Developers to submit bids for city hall complex

DOWNTOWN SAN DIEGO –
The two developers vying to rebuild San Diego's dilapidated City Hall are set to submit proposals today for an overhaul of the four-block Civic Center complex.
What's at stake is millions of dollars to be saved if the city can avoid a backlog of building maintenance and pricey office leases. It could also mean new life for what's now the shabbiest part of the city center.

State regulators have opened a review of the Southeastern Economic Development Corp., the nonprofit arm of City Hall in charge of redeveloping the southeast corner of San Diego.
The Attorney General's Office issued a letter to the agency yesterday, warning that it has not filed required paperwork for six years running.
